Ich glaube es geht nicht darum zur Entwurfszeit ein neues Formular zu erstellen sondern zur Laufzeit ein neues anzuzeigen.

Das geht einfach indem du
- den Header des zweiten Forms includest
- Show bzw. ShowModal für das zweite Form aufrufst.
