Dazu benötigst Du die API vom OS oder eine Library die das abstrahiert, z.B. boost Filesystem.

"C:/Perl"

relativ zum eigenen Ordner:
"./datei"
bzw
"./ordner/datei" (das lässt sich natürlich nen ganzes stück erweitern ^^)
