Windows Firewall blockt IPSec nicht?!

Hi,

komisch, IPSec funktioniert, obwohl die Windows (Server 2012) Firewall aktiv ist und es keine entsprechende Inbound-Regel gibt.
Es sind nur die "Core Networking" Regeln aktiv, und da sehe ich nichts von IPSec.

Habe auch mit Wireshark geprüft, der Server empfängt "UDP Encapsulated ESP Packets" an UDP Port 4500.

Der ist aber gar nicht offen!
Habe auch mal mit einem Testprogramm geprüft, ob denn UDP 4501 durchgelassen wird. Negativ!

Wie kann das sein? Warum wird UDP 4500 durchgelassen?

I'm using Windows Server 2012 R2 Standard x64, to be precise

What I noticed too is that after a reboot, I can't connect per RDP for several minutes if IPSec is enabled.
After a while (about 5 minutes) the connection suddenly works.

Seems that either IPSec needs a while to initialize, or it's the Firewall opening up internally, but I don't know why..
