get DirectX version

hello,
does anybody know how to get in C++ the highest supported directX version for each installed graphic cards on an pc (more than one graphic card installed but only one display is connected to one graphic card)? The information should be requested without refering to the installed directX driver (GetDXVersion()) on the system, but like you get the information with the 'Everest' Program.
Can somebody also explain, why can I start the examples of DirectX.9 Sample Browser, if my graphic card supports only the version 7?

Probably because it's using the reference rastarizer
